"Waste disposal facility" means any dump, transfer station, incinerator, land-reclamation
project, or other similar site or facility which is used or intended to be used for
the transfer, salvage or disposal of rubbish, garbage or industrial waste, except
grading for which a permit has been obtained pursuant to Chapter 70 of Ordinance 2225,
entitled "Building Code," adopted March 20, 1933, and set out in Title 26 of this code.
