§ 15.68.030. Public property—Operating vehicle without permission prohibited.

A person shall not operate any type of motor vehicle upon any public property except a highway or private street, without first obtaining the written permission of the public entity which is in possession of such property or, if the property is unoccupied, of the public entity which owns such property.
