The Commission shall adopt bylaws, including provisions relating to the frequency,
time and place of holding meetings, election and terms of its chair and other officers,
conflict of interest laws, and such other rules and procedures as it deems necessary
or convenient for the conduct of the Commission's activities and operation. A majority
of the Commission members who have been appointed, including any alternate members
serving in place of an absent member, shall constitute a quorum of the Commission.
