All industrial waste treatment plants or facilities or water pollution control plants,
and all appurtenances thereto, existing as of October 23, 1964, or hereafter constructed
under jurisdiction of this Division 2 shall be maintained, by the owner or person
having jurisdiction of the property affected, in good operating condition and in a
safe and sanitary condition at all times. All devices and safeguards which are required
by this Division 2 for the operation thereof, and all records of such operation, shall
be maintained in good order.
