Within 30 days after the close of the hearing, and based upon the evidence received
at the hearing and other matters which the commission is required to consider, the
commission shall file with the board its recommendations as to whether or not the
application should be granted and, if granted, subject to what conditions. The commission
shall send a copy of its recommendations to the applicant, the director, the auditor-controller,
and the director of public works.
