§ 13.28.010. Use of white canes for blind persons—Restrictions.

  • For the purpose of guarding against accidents in traffic on the public thoroughfares, it is unlawful for any person, except persons wholly or partially blind, to carry or use on the roads, highways and public places in the unincorporated territory of the county of Los Angeles, any canes or walking sticks which are white in color, or white with red end or bottom. Such canes or walking sticks must be used on the roads, highways and other public places of the county by persons wholly or partially blind, as a means of protecting them and for the purpose of identifying them by drivers of vehicles, operators or motor-driven vehicles and other pedestrians with whom they come in contact on such roads, highways and public places.
