Every person for a monetary or other consideration managing or conducting a track
or other outdoor place on which vehicles are operated, whether in a race, exhibition
or otherwise, shall first procure a license and pay an annual license fee in the amount
set forth in Section 7.14.010 of this title, under the appropriate heading.
