§ 7.80.130. Issuance—Finding of public convenience and necessity.

Notwithstanding any other provision of Ordinance 5860, except for renewals as provided by Chapter 7.06 of this title, no application for a taxicab operator's license shall be granted until the business license commission, after a public hearing conducted in accordance with this Part 1, determines that public convenience and necessity justify the issuance of said license.
