Every person who conducts, operates or maintains a place for the feeding of garbage
to hogs or to other livestock, or a place for the feeding of over 100 hogs, regardless
of what is fed to the hogs, shall first procure a license and pay an annual license
fee in the amount set forth in Section 7.14.010 of this title, under the appropriate heading.
