At the first meeting of the commission, the members shall classify themselves by lot
so that five members shall serve for a term of one year, and five members shall serve
for a term of two years. Thereafter, each member shall serve for a term of two years
and until his successor is duly appointed. In the event of a vacancy on the commission,
the vacancy shall be filled by appointment of the board. An appointment to fill a
vacancy during an unexpired term shall be for the period of the unexpired term and
until his successor is duly appointed. The tenure of all members on the commission
is subject to the provisions of Section 5.12.050 of this code, and subject to the right of the board to remove any member at its pleasure.
