When, in the opinion of the county engineer, it is necessary to connect a house lateral
to a public sewer at a point where no connection facility has been provided, application
for a public sewer tap shall be submitted and a fee for tapping the public sewer shall
be paid by the applicant before the permit is issued for the construction of the house
lateral. All tapping of public sewers, except trunk sewers, shall be performed by
the county engineer.
B.
Exception: Tapping of the public sewer as required on sewer plans approved by the
county engineer shall be constructed by a licensed contractor.
