"Waste disposal facility" means any dump, solid waste disposal site, transfer station,
sanitary landfill, land reclamation project, incinerator (except household incinerators
and wood refuse to be burned in a suitable furnace), or other similar site or facility
which is used or intended to be used for the acceptance for transfer, salvage or disposal
of rubbish, garbage or industrial waste, whether liquid or solid.
