Whenever a power is granted to, or a duty is imposed upon the Director, Fire Chief,
or other peace officer, the power may be exercised or the duty performed by a Deputy
of the Director, Fire Chief, or other peace officer, or by an ocean lifeguard, code
enforcement officer, or other person authorized by the Director, Fire Chief or other
peace officer, unless this chapter expressly provides otherwise.
